LIFE CROLIS at the EU JRC and EEA LULUCF workshop

On May 6th and 7th, 2025, representatives of the Ministry of Environmental Protection and Green Transition, along with representatives of partner organizations implementing the LIFE CROLIS project, participated in the LULUCF workshop organized by the Joint Research Centre of the European Union and the European Environment Agency (EEA), focused on improving reporting in the Land Use, Land-Use Change and Forestry (LULUCF) sector.
Organized by the Joint Research Centre of the European Commission and the European Environment Agency, the LULUCF Workshop was held on May 6th and 7th in Ispra, Italy. This is an almost regular annual workshop that brings together experts from across the European Union who monitor greenhouse gas emissions and removals in the Land Use, Land-Use Change and Forestry (LULUCF) sector.
The workshop was held in a hybrid format, with a representative from the Institute for Environmental and Nature Protection of the Ministry of Environmental Protection and Green Transition attending in person in Ispra, while other members of the LIFE CROLIS project participated online.
The aim of the workshop was to bring together the LULUCF community to discuss challenges and potential solutions related to scientific needs and approaches in the LULUCF sector, with the goal of improving greenhouse gas (GHG) reporting.
This year, the workshop covered the following tentative topics:
- Status of LULUCF regulation and GHG reporting.
- Methodological challenges in the context of LULUCF-related policies, including the Carbon Removal Certification Framework (CRCF), with a specific focus on Tier 3 reporting, estimation and reporting methods for soils, and geographically explicit land-use tracking.
- Impact of climate change on LULUCF emissions and removals, including presentations from national inventory compilers and the broader scientific community on how these impacts are measured and projected, as well as possible preparedness measures.
Participants prepared their own presentations on the proposed topics. The presentations were organized into seven thematic blocks.
Vladimir Jelavić, PhD, from the LIFE CROLIS project, provided a brief update on the progress of the LIFE CROLIS project and answered several related questions concerning agricultural land use in the Republic of Croatia.
In a presentation by the European Environment Agency (EEA), it was stated that the Republic of Croatia and Romania have the lowest percentage of agricultural land registered in the IACS system, which is used to implement Good Agricultural Practice policies (within the framework of the Common Agricultural Policy).
Dr. Jelavić emphasized that the LIFE CROLIS project is being implemented in the Republic of Croatia, which will cover 100% of agricultural land with a GIS system. This will resolve the issue of missing data in the GIS system needed for LULUCF reporting.
