\n\tThe objective of this activity is to design a CROLIS data model that complies with European LC and LU standards as defined under the INSPIRE Directive, the COPERNICUS programme and the EAGLE concept in order to fulfil the LC and LU reporting requirements of the LULUCF-sector under the UNFCCC, KP, PA and related EU legislation.<\/p><\/div>\t\t<\/div>\n\t<\/div>\n\n\n

\n\t

\n\tThis new data model will also support and enable the integration of existing Croatian classifications systems for LC and LU and will resolve the needs for semantic adaptions regarding specific LC and LU definitions that are currently used. This concept also fits with the recent LC and LU harmonization process initiated on the EU level. It serves as a test for implementing the EU EAGLE concept on the national scale. The EAGLE concept, along with harmonized LC and LU components defined as a long- term land monitoring concept in Croatia, enables efficient use of LC and LU information by different users, for multiple purposes.<\/p><\/div>\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n

\n\tFor reporting in the LULUCF sector according to the methodology of the Intergovernmental Panel on Climate Change (IPCC), the collected data on land cover changes must be classified into six categories. It is also necessary to collect historical data on land cover changes between these categories, and for this purpose, historical orthophotos collected from 1968 to 2020 will be used.<\/p><\/div>\t\t<\/div>\n\t<\/div>\n\n\n

\n\tThis Action involves mapping the entire territory of the Republic of Croatia and the complete separation of collected data into two data models: data on land cover and data on land use. \n\tCreation of a physical data base on land cover and land use necessary for the realization of the project and collected from all relevant data sets. Monitoring activities will be harmonized and effectively coordinated, and the results will be available for use by project partners, government bodies and other institutions.
